Emmanuel Lubanzadio

Emmanuel Lubanzadio is Head of Public Policy for Sub-Saharan Africa on Twitter’s Public Policy EMEA Team in Dublin. Twitter Public Policy focuses on policy issues posed by the continuing spread of digital technology and web-based communications services around the world. These issues range from freedom of expression, online safety, intellectual property, copyright, privacy, and Internet freedom. The Policy team also manages and directs Twitter’s corporate social responsibility work by collaborating with NGOs active in the areas of digital inclusion, freedom of expression, online safety, and emergency services/disaster recovery. In the context of civic events such as elections, Public Policy ensures that political actors find a natural home on Twitter.

Prior to joining Twitter, Emmanuel spent the majority of his professional tenure in the realm of Public Policy, International Development, and Government Relations in Germany, Ghana, and the U.S. He holds a Bachelor of Arts in International Relations (Oral Roberts University), a Graduate Certificate in Applied Politics (The George Washington University) and a Master of Arts in International Development (Maastricht University). Emmanuel, who is German of Congolese origin was a Congressional Black Caucus Foundation Emerging Leader (2012), an Atlantic Dialogues Fellow (2019), and Atlantik Bruecke Young Leader (2019).
