Emmanuel currently works for Inmarsat a global satellite communication company as Smart Cities Program Manager based in Rwanda and works as liaison officer between Inmarsat, government of Rwanda and smart Africa partnership to develop smart cities.
His background is in Information and Communication Technology, with an experience of over 8 years working with private and public sector especially in IT Systems and Networks, project management, ICT policy development and Telecom Regulation.
Holds a bachelor’s degree in Computer Engineering and Information Technology, and a Masters in Communication and Management.
Prior to Inmarsat, he worked with the Ministry in charge of ICT as senior engineer in charge of Infrastructure and policy development and in the Office of the President as a Director in charge of ICT project Monitoring and Coordination
During this period he contributed to major ICT sector policy policies development and implementation which includes ,Rwanda national Broadband policy 2012, National cyber security, waste Policy ,Smart Africa blue print and Rwanda smart cities masterplan.
Emmanuel dusenge also is v/chairman of the board for Cyber-Teq Rwanda- a regional cyber security company based in Kigali, Dubai and Singapore ( www.cyber-teq.com)
